Established in May 2026, the RS Will Wealth Advisory Board was created to provide strategic insight, independent perspective, and experienced counsel to support the continued growth and success of RS Will Wealth Management.
The Board is composed of distinguished leaders from a variety of industries, including wealth management, banking, law, commercial real estate, entrepreneurship, and corporate leadership. Collectively, these accomplished professionals bring decades of experience leading organizations, advising businesses, navigating complex challenges, and creating meaningful impact within their industries and communities.
The role of the Advisory Board is to serve as a trusted resource to our leadership team—offering thoughtful guidance, sharing diverse viewpoints, and helping us remain focused on our mission of delivering exceptional service and long-term value to the individuals, families, and businesses we serve.
While the Board is not involved in the firm's day-to-day operations, its members provide invaluable perspective on strategic planning, industry trends, leadership, innovation, and organizational growth. Their collective wisdom strengthens our ability to make informed decisions and position the firm for continued success.

Stephen K. Heine, Chair
President & CEO, Retired | Woodsboro Bank
Stephen “Steve” Heine is the retired President and CEO of Woodsboro Bank, where he led the organization through nine years of significant growth and community impact. During his tenure, the bank more than doubled in size while improving earnings 11x and expanding support for local nonprofits, scholarships, and community partnerships. With more than 44 years in banking, Steve has also served in leadership roles with the Alfred University Board of Trustees, YMCA of Frederick County, Frederick County Chamber of Commerce, the Rotary Club of Carroll Creek, and Maryland Bankers Association.
Peter W. Berk, Member
Principal | Avison Young
Peter W. Berk is a Principal with Avison Young and a veteran commercial real estate professional with more than 35 years of experience in the Washington, D.C. metropolitan area with a focus in Northern Virginia. He specializes in tenant and landlord representation, office leasing, investment sales, land transactions, build-to-suit transactions, and real estate consulting with more than 7 million square feet of completed transactions throughout his career. Prior to Avison Young, he held leadership roles with Cushman & Wakefield and Transwestern Commercial Services. Peter earned a B.S. in Economics from Georgetown University and remains active in regional business and community organizations. His interests include skiing, fitness, travel, and music.
Charles E. Harris, Member
Principal Vice President and Assistant General Counsel, Retired | Bechtel
Charles Harris retired from Bechtel after a 26-year career serving as Principal Vice President and Assistant General Counsel. He advised on major construction, infrastructure, and government contracting matters, including complex negotiations, project execution, and high-stakes litigation involving power, transportation, energy, and federal projects. Charles earned a J.D. from the University of Arkansas and a B.S. in Civil Engineering from Penn State.
Kendall L. Houghton, Member
Partner & Chair of Tax Area, Former Chair of Board | Alston & Bird
Kendall Houghton is a nationally recognized tax attorney and Partner at Alston & Bird, who advises C-suite leaders and boards on material tax and escheat risk, audit-ready governance, and strategic market-position decisions across banks, brokers, mutual funds, payments companies, and cryptocurrency exchanges. As a member of Alston’s AI Steering and Governance Committees, Kendall designed the firm’s AI governance model and leads GenAI integration in the Tax Practice through process reinvention. Kendall chairs two additional strategic advisory boards for Onit, Inc. (B2B SaaS) and Valiant Harbor International, LLC (defense contracting). Kendall earned her J.D. from New York University and an LL.M. from Emory University.
Stephen R. Langlois

Stephen Langlois is a wealth management executive with more than 40 years of industry experience. Most recently, he served as President of Kestra Financial, where he led growth strategy, technology innovation, and advisor platform development. Prior to Kestra, Stephen held senior leadership positions with eMoney Advisor, Fidelity Investments, and LPL Financial, and continues to serve in a senior advisory role following his retirement in 2025.
John C. Walden, Member

John Carl Walden is an experienced executive who has led retail, consumer goods, and digital transformation organizations in the U.S. and U.K. He has served as CEO and chairman of companies including Home Retail Group, Holland & Barrett, Snowfox Group, and Motorpoint Group, with earlier leadership roles at Best Buy and Sears Holdings. John holds degrees from the University of Illinois, Chicago-Kent College of Law, and Northwestern University’s Kellogg School of Management.
David Weigelt, Member
Principal Chair | C12 Business Forums
David Weigelt is Managing Chair of C12 Business Forums in Maryland, where he leads peer advisory groups for CEOs and business owners focused on leadership and accountability. A lifelong entrepreneur, he co-founded Immersion Active, helping grow the company over 18 years before its acquisition by Home Instead Senior Care, where he later led innovation initiatives. David remains active in mentoring and leadership development throughout the Maryland business community.
